Meeting No. 56

Thursday, March 27, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in camera at 9:31 a.m. this day, in Room 269, West Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, Stan Dromisky, John Godfrey, Charles Hubbard, Nancy Karetak-Lindell, Pat Martin, Julian Reed, Maurice Vellacott.

Acting Members present: John Finlay for Anita Neville, Beth Phinney for Benoît Serré, Benoît Sauvageau for Serge Cardin,  Paul Crête for Yvan Loubier.

In attendance: From the Committees Branch: Jeffrey LeBlanc, Legislative Clerk; Rémi Bourgault, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses: From the Department of Indian Affairs and Northern Development: Andrew Beynon, General Counsel; Brenda Kustra, Executive Advisor; Paul Salembier, Senior Counsel.

At 9:31 a.m., the sitting was suspended.

At 9:36 a.m., the sitting resumed.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

At 10:00 a.m., the Committee commenced the Clause-by-Clause consideration of the Bill.

The witnesses answered questions.

At 11:44 a.m., the sitting was suspended.

At 11:53 a.m., the sitting resumed in camera for the discussion of its future business.

At 1:34 p.m., the sitting was suspended.

And, the attention of the Chair being drawn to the lack of quorum, at 1:36 p.m. the Chair declared the Committee adjourned for the lack of quorum.
