MINUTES OF PROCEEDINGS

Meeting No. 6

Tuesday, November 23, 1999

The Standing Committee on Agriculture and Agri-Food met at 9:06 a.m., this day, in Room 371, West Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Garry Breitkreuz, Murray Calder, John Harvard, Howard Hilstrom, Gar Knutson, Larry McCormick, Joe McGuire, Ian Murray, Dick Proctor, Paul Steckle, Rose-Marie Ur.

Acting Members present: Rick Casson for Gerry Ritz; Angela Vautour for Rick Borotsik.

In attendance: From the Parliamentary Research Branch - Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Witnesses: From the Canadian Wheat Board: Greg S. Arason, President and Chief Executive Officer; Adrian Measner, Executive Vice-President, Marketing. From the University of Saskatchewan: Hartley Furtan, Professor, Department of Agricultural Economics; Richard Gray, Professor, Department of Agricultural Economics.

Pursuant to Standing Order 108(2), the Committee resumed its study of the effectiveness of long-term safety nets and other national initiatives to provide the stability and environment necessary for stable growth in the agricultural industry.

Hélène Alarie gave notice of the following motion, -- That this Committee study and report to the House about a clear and mandatory labelling mechanism for geneticaly modified organisms.

Howard Hilstrom gave notice of the following motion, -- That the Minister of Agriculture and Agri-Food be requested to appear before the Standing Committee at the earliest opportunity, but no later than December 17, 1999, to address the Performance Reviews of the Department and the Canadian Food Inspection Agency for the fiscal year ending March 31, 1999.

Greg S. Arason, Richard Gray and Hartley Furtan made opening statements and, with other witnessses, answered questions.

At 10:53: sitting suspended.

At 10:55: sitting resumed.

By unanimous consent, it was agreed, -- That the 48 hours notice period requirement be waived to consider Howard Hilstrom's motion.

By unanimous consent, Howard Hilstrom moved, -- That the Minister of Agriculture and Agri-Food be requested to appear before the Standing Committee at the earliest opportunity, but no later than December 17, 1999, to address the Performance Reviews of the Department and the Canadian Food Inspection Agency for the fiscal year ending March 31, 1999.

After debate, the question was put on the motion, and it was agreed to.

By unanimous consent, it was agreed, -- That the 48 hours notice period requirement be waived for a motion for the Committee to travel West.

Larry McCormick moved, -- That the Standing Committee on Agriculture and Agri-Food, be authorized to travel to Western Canada (Manitoba, Saskatchewan and Alberta), from December 5 to 10, 1999, in relation to its Study of the effectiveness of long term Safety nets and other national initiatives to provide the stability and environment necessary for stable growth in the agricultural industry and that the necessary staff do accompany the Committee and, -- That the Chair be authorized to seek the House's permission to travel.

After debate, it was agreed, -- That the Sub-Committee on Agenda and Procedure do meet this afternoon at 3:30 p.m., to consider the Committee's future business.

At 11:29 a.m., the Committee adjourned to the call of the Chair.
