MINUTES OF PROCEEDINGS

Meeting No. 3

Thursday, October 28, 1999

The Standing Committee on Agriculture and Agri-Food met at 3:37 p.m., this day, in Room 308, West Block, the Chair, John Harvard, presiding.

Members of the Committee present: Hélène Alarie, Mark Assad, Rick Borotsik, Murray Calder, John Harvard, Howard Hilstrom, Gar Knutson, Larry McCormick, Ian Murray, Dick Proctor, Gerry Ritz, Paul Steckle, Rose-Marie Ur.

Acting Members present: Rick Limoges for Joe McGuire; David Pratt for Rose-Marie Ur; Jocelyne Girard-Bujold for Odina Desrochers; Roy Baily for Garry Breitkreuz.

In attendance: From the Parliamentary Research Branch-Library of Parliament: Frédéric Forge, Researcher; Jean-Denis Fréchette, Economist.

Witnesses: From the Saskatchewan and Manitoba Farm Delegation: Dwain M. Lingenfelter, Deputy Premier and Minister of Agriculture and Food (Saskatchewan); Leroy Larsen, Saskatchewan Wheat Pool; Sinclair Harrison, Saskatchewan Association of Rural Municipalities. From the Province of Manitoba: Rosann Wowchuk, Minister of Agriculture and Food; Maxine Routledge, Manitoba Women's Institute; Andy Baker, National Farmers Union; Gary Doer, Premier of Manitoba. From the Saskatchewan Legislative Assembly: Elwin Hermanson, Leader of the Saskatchewan Party and Leader the Official Opposition; Larry McGuire, Manitoba (Opposition); Jim Melenchuk, Minister of Education, Leader of the Saskatchewan Liberal Party.

Pursuant to Standing Order 108(2), the Committee proceeded to sit In Camera for the purpose of examinating its future business.

On motion of Murray Calder, it was agreed, -- That, the Standing Committee of Agriculture and Agri-Food study the effectiveness of long term safety nets and other national initiatives to provide the stability and environment necessary for long term stability in the agricultural industry.

At 4:34 p.m., the Committee resumed sitting in public in its study of farm income and safety nets programs.

Dwain M. Lingenfelter, Rosann Wowechuk, Elwin Hermanson, Larry McGuire and Jim Melenchuk made opening statements and, with other witnesses, answered questions.

At 5:32 p.m., the Committee adjourned to the call of the Chair.
