The Standing Committee on Procedure and House Affairs met at 11:04 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Hon. Jay Hill, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Dean Allison for Tom Lukiwski, Jean Crowder for Yvon Godin, Hon. Dominic LeBlanc for Hon. Stephen Owen, Marc Lemay for Michel Guimond, Serge Ménard for Pauline Picard and Hon. Raymond Simard for Hon. Marlene Jennings.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Office of the Ethics Commissioner: Bernard Shapiro, Ethics Commissioner; Robert F. Benson, Deputy Ethics Commissioner.

 
Pursuant to Standing Order 108(3)(a)(viii), the Committee commenced consideration of matters relating to the Conflict of Interest Code for Members of the House of Commons.
 

Bernard Shapiro made a statement and, with the other witness, answered questions.

 

At 12:08 p.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That pursuant to Standing Order 108, a Subcommitteee be established to study security on Parliament Hill; and

That the Subcommittee be composed of Gary Goodyear, Marcel Proulx, Michel Guimond, Joe Preston and Yvon Godin.

 

It was agreed, — That further to the Committee's Second Report concerning the broadcasting guidelines, a letter be sent to all Members of Parliament requesting their input into whether these guidelines should be made permanent.

 

At 12:19 p.m., the Committee adjourned to the call of the Chair.
