Michelle Rempel Garner moved, — That pursuant to the correspondence received from the Standing Committee on International Trade on Wednesday, February 19, 2020, the committee:

(1) Issue an open call for stakeholders to submit briefings on Bill C-4 as it relates to (a) auto rules of origin; (b) the impact of USMCA on the aluminum and steel industries; (c) procurement and changes to intellectual property; no later than 4 p.m. on Friday, February 21, 2020;

(2) That the committee invite witnesses on the same topic to appear before committee, for no fewer than four hours, before noon on Monday, February 24, 2020, and that this meeting be televised;

(3) That the committee schedule a two-hour meeting on the evening of Monday, February 24, 2020 to draft recommendations to the Standing Committee on International Trade; and,

(4) That the committee issue a letter of recommendations on these topics to the Standing Committee on International Trade no later than 12:00 p.m. on Tuesday, February 25, 2020, the deadline imposed by that committee.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

On motion of Michelle Rempel Garner, it was agreed, — That, pursuant to Standing Order 81(5), the committee undertake a study of Supplementary Estimates (B) for the fiscal year ending March 31, 2020; and,

That the committee invite the minister to appear at the committee meeting on Thursday, February 27, 2020, with department officials, and report back to the House.

On motion of Brian Masse, it was agreed, — That the House of Commons Standing Committee on lndustry, Science and Technology, hold immediate hearings with the Canadian Radio-television and Telecommunications Commission (CRTC), Royal Canadian Mounted Police (RCMP), Canada's telecommunications companies and other telecom experts and advocacy groups, to better understand: (a) the influx of fraud calls to Canadians' home phones and cellular devices including robocalls, ghost calls, and spam calls; (b) to give an update on the successes and failures of the National Do-Not-Call List, and; (c) to outline the September 2020 STIR/SHAKEN measures and how this will benefit Canadian consumers.

Majid Jowhari moved, — That the Standing Committee on Industry, Science and Technology study the regulation of telecommunications including but not limited to an examination of changes to the Telecommunications Act recommended by the Broadcasting and Telecommunications Legislative Review panel.

Debate arose thereon.

By unanimous consent, on motion of Nathaniel Erskine-Smith, it was agreed, — That the committee proceed to sit in camera.

It was agreed, — That the committee undertake a review of the affordability and accessibility of the telecommunications services, including a review of legislation, the expansion of 5G, the spectrum allocation process, adding competition, addressing rural access, data privacy and any other relevant consideration; that the study consist of at least eight meetings; that the study be completed by Monday, June 1, 2020; that the committee report its findings to the House; and that pursuant to Standing Order 109, the government table a comprehensive response thereto.

It was agreed, — That, in relation to the committee's study on the affordability and accessibility of telecommunications services, the clerk of the committee, in consultation with the Chair, prepare a preliminary travel submission respecting the committee's proposed travel to Brussels, Belgium, San Francisco, U.S., and each region of Canada in spring 2020.
