The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the workplan prepared by the analysts for the study on the impacts of methamphetamine abuse in Canada be adopted as amended.

It was agreed, — That a proposed budget in the amount of $37,400.00, for the study on the impacts of methamphetamine abuse in Canada, be adopted.

It was agreed, — That the Minister of National Revenue and officials from the Canada Revenue Agency, be invited to appear in relation to Bill C-316, An Act to amend the Canada Revenue Agency Act (organ donors).

It was agreed, — That Ron McKinnon be appointed to the Subcommittee on Agenda and Procedure of the Standing Committee on Health in place of John Oliver.

Pursuant to the Order of Reference of Wednesday, November 8, 2017, the Committee resumed its study of Federally Funded Health Research (M-132).

The Committee commenced consideration of a draft report.

At 9:40 a.m., the sitting was suspended.

At 9:47 a.m., the sitting resumed.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: "Towards Open Science: How the federal government could promote innovation in pharmaceutical research and development and access to affordable medications both in Canada and abroad".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That dissenting or supplementary opinions be in Calibri 12-point font, left aligned and be submitted electronically, in both official languages, to the Clerk of the Committee, not later than 4:00 p.m. on November 16, 2018.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the analysts and the Clerk, in consultation with the Chair, issue a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a press conference to be held upon presentation of the report to the House.

At 10:27 a.m., the Committee adjourned to the call of the Chair.
