Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2017-18: Vote 1b under House of Commons and Vote 1b under Parliamentary Protective Service, referred to the Committee on Thursday, October 26, 2017.

The Chair called Vote 1b under House of Commons.

The Speaker of the House of Commons made a statement and, with the other witnesses, answered questions.

By unanimous consent, it was agreed, — That, notwithstanding the Committee’s routine motion regarding the questioning of witnesses, Elizabeth May be given time to question the witnesses.

The Chair called Vote 1b under Parliamentary Protective Service.

Pursuant to Standing Order 108(3)(a)(ii), the Committee proceeded to a briefing on the status of labour relations at the Parliamentary Protective Service.

Jane MacLatchy made a statement and, with Robert Graham, answered questions.

Pursuant to Standing Order 92(2), the Committee commenced consideration of matters related to Private Members' Business regarding Bill C-352.

The witnesses made statements and answered questions.

The question: "Shall the Second Report of the Subcommittee on Private Members’ Business be concurred in?" was put and was agreed to on the following recorded division:

YEAS: Chris Bittle, David de Burgh Graham, Ruby Sahota, Scott Simms, Filomena Tassi — 5;

NAYS: David Christopherson, John Nater, Scott Reid — 3.

ORDERED, — That the Chair present the report to the House.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, during the first hour on Thursday, November 23, 2017, the Committee resume consideration of a draft report in relation to its study of services and facilities provided to Members of Parliament with young children; and, that, during the second hour, the Committee invite representatives of the Liberal Party of Canada, the Conservative Party of Canada, the New Democratic Party, the Green Party of Canada and the Bloc Québecois to appear in relation to its study of the creation of an independent commissioner to organize political party leaders’ debates during future federal elections.

At 1:49 p.m., the Committee adjourned to the call of the Chair.
