The Standing Committee on National Defence met in a televised session at 8:47 a.m. this day, in Room 237-C, Centre Block, the Chair, the Hon. Peter Kent, presiding.

 

Members of the Committee present: James Bezan, Tarik Brahmi, Cheryl Gallant, Jack Harris, Hon. Peter Kent, Jean-François Larose, Élaine Michaud, Joyce Murray, Rick Norlock, Ted Opitz and John Williamson.

 

Acting Members present: Mike Allen for Brian Storseth.

 

In attendance: Library of Parliament: Martin Auger, Analyst; Melissa Radford, Analyst.

 

Witnesses: Department of National Defence: MGen Michael Hood, Director of Staff, Strategic Joint Staff; MGen Steven Noonan, Deputy Commander, Canadian Joint Operations Command. Department of Foreign Affairs, Trade and Development: Leslie Norton, Director General, International Humanitarian Assistance Directorate; Andrew Shore, Director, Humanitarian Affairs and Disaster Response Division. Canadian Chiropractic Association: Eric Jackson, Doctor of Chiropractic; Ken Brough, Doctor of Chiropractic, Board Member. Veterans Transition Network: Tim Laidler, Executive Director.

 
Pursuant to Standing Order 108(2), and the motion adopted by the Committee on Tuesday, December 3, 2013, the Committee proceeded to a briefing on Canada's contribution to humanitarian efforts in the Philippines.
 

MGen Michael Hood made a statement and, with Andrew Shore, Leslie Norton and MGen Steven Noonan, answered questions.

 

At 9:45 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the care of ill and injured Canadian Armed Forces members.
 

Ken Brough, Eric Jackson and Tim Laidler made statements and answered questions.

 

At 10:33 a.m., the sitting was suspended.

At 10:36 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Standing Committee on National Defence commence drafting of the report on its study of the Care of Ill and Injured Members of the Canadian Armed Forces based on the five stages of an ill or injured Canadian Armed Forces member's experience in the military: recruitment, pre-deployment, in-theatre, recovery, and transition; and, that the report focus on the following themes which occur during these five stages: prevention, treatment, support to CAF members, research, and support for military families.

 

At 10:45 a.m., the Committee adjourned to the call of the Chair.
