The Standing Committee on National Defence met at 11:09 a.m. this day, in Room 362, East Block, the Chair, Hon. Maxime Bernier, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Maxime Bernier, Ray Boughen, Peter Braid, Hon. Ujjal Dosanjh, Cheryl Gallant, Jack Harris, Laurie Hawn, Hon. Keith Martin, Pascal-Pierre Paillé, LaVar Payne and Hon. Bryon Wilfert.

 

Acting Members present: Malcolm Allen for Jack Harris.

 

In attendance: Library of Parliament: Wolfgang Koerner, Analyst; Melissa Radford, Analyst.

 

Witnesses: Canadian International Development Agency: Paul R. Samson, Director General, Strategic Policy Directorate, Strategic Policy and Performance Branch. As individuals: Fen Osler Hampson, Chancellor's Professor and Director, Norman Paterson School of International Affairs, Carleton University; Ernie Regehr, Co-Founder, Project Ploughshares; Adjunct Associate Professor, Peace and Conflict Studies at Conrad Grebel University College, University of Waterloo; Fellow, Centre for International Governance Innovation.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 16, 2010, the Committee resumed its study of the role of Canadian soldiers in international peace operations after 2011.
 

Fen Osler Hampson, Ernie Regehr and Paul Samson made statements and answered questions.

 

At 12:37 p.m., the sitting was suspended.

At 12:41 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, March 16, 2010, the Committee resumed its study of Arctic sovereignty.
 

It was agreed, — That the Order of Tuesday, April 27, 2010 pertaining to the adoption of the draft report be discharged.

 

The Committee resumed consideration of the draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That the Committee hold a press conference on Thursday, June 17, 2010 at 12:30 p.m. in relation to the presentation to the House of Commons of the Committee’s report on Arctic Sovereignty.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — Whereas the Minister of National Defence stated in the House of Commons on May 27th , 2010 that: “the reference to the next generation of fighter aircraft does not preclude a competition, and an open and transparent one,” and whereas it has been reported that the government is committed to a sole source contract of the $16 billion aircraft without any policy debate on the use of such aircraft, that the Committee urgently and immediately conduct a study on the role and mission that would be assigned to this aircraft and why the government believes that a sole source contract is appropriate, and that the Committee report its findings to the House of Commons.

 

It was agreed, — That the Clerk of the Committee, in consultation with the Chair, prepare a draft budget respecting the Committee’s proposed travel, in relation to its study on search and rescue response times, to St. John’s and Gander (Newfoundland and Labrador), Greenwood (Nova Scotia), Comox (British Columbia) and Trenton (Ontario) for consideration by the Committee in September, 2010.

 

It was agreed, — That, given the commitment the government made in 2004 to acquire search and rescue aircraft and the vital importance of this equipment in saving lives in Canada, the Committee examine this program in September 2010.

 

At 1:03 p.m., the Committee adjourned to the call of the Chair.
