Pursuant to Standing Order 39(7), Mrs. Yelich (Parliamentary Secretary to the Minister of Human Resources and Social Development) presented the return to the following question made into an Order for Return:

Q-201 — Mr. Pearson (London North Centre) — With regard to the Tomorrow Starts Today program in the Department of Canadian Heritage: (a) what has been the total spending under the progam since 2001; (b) how much of this total has been spent in each of the provinces in each of the years 2001 to 2007, inclusive; and (c) what is the per capita amount of spending of this program per province in each of the years 2001 to 2007, inclusive? — Sessional Paper No. 8555-392-201.

The question was put on the motion and, pursuant to Standing Order 45, the recorded division was deferred until Monday, May 26, 2008, at the ordinary hour of daily adjournment.


The Order was read for the consideration at report stage of Bill C-21, An Act to amend the Canadian Human Rights Act, as reported by the Standing Committee on Aboriginal Affairs and Northern Development with amendments.

Pursuant to Standing Order 76.1(5), the Speaker selected and grouped for debate the following motions:

Group No. 1 — Motions Nos. 1 and 2.

Group No. 1

Mr. Cannon (Minister of Transport, Infrastructure and Communities) for Mr. Strahl (Minister of Indian Affairs and Northern Development), seconded by Mr. O'Connor (Minister of National Revenue), moved Motion No. 1, — That Bill C-21, in Clause 1.1, be amended by replacing lines 6 to 20 on page 1 with the following:

“1.1 For greater certainty, the repeal of section 67 of the Canadian Human Rights Act shall not be construed so as to abrogate or derogate from the protection provided for existing aboriginal or treaty rights of the aboriginal peoples of Canada by the recognition and affirmation of those rights in section 35 of the Constitution Act, 1982.”

Mr. Cannon (Minister of Transport, Infrastructure and Communities) for Mr. Strahl (Minister of Indian Affairs and Northern Development), seconded by Mr. O'Connor (Minister of National Revenue), moved Motion No. 2, — That Bill C-21, in Clause 1.2, be amended by replacing line 3 on page 2 with the following:

“ests against collective rights and interests, to the extent that they are consistent with the principle of gender equality.”

Debate arose on the motions in Group No. 1.

Motions

By unanimous consent, it was ordered, — That, notwithstanding any Standing Order or usual practice of the House, the Address of the President of Ukraine, to be delivered in the Chamber of the House of Commons at 11:00 a.m. on Monday, May 26, 2008 before Members of the Senate and the House of Commons, together with all introductory and related remarks, be printed as an appendix to the House of Commons Debates for that day and form part of the records of this House;

that, the media recording and transmission of such address, introductory and related remarks be authorized pursuant to established guidelines for such occasions; and

that, on Monday, May 26, 2008, the House shall meet at 2:00 p.m. when Members may make statements pursuant to Standing Order 31; not later than 2:15 p.m. oral questions shall be taken up; at 3:00 p.m., the House shall proceed to the ordinary daily routine of business, followed by Government Orders; at 6:30 p.m. the House shall proceed to any deferred recorded divisions, followed by Private Members’ Business; and, at the conclusion of Private Members’ Business, the House shall stand adjourned to the next sitting day.

Private Members' Business

At 1:30 p.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

The Order was read for the consideration at report stage of Bill C-423, An Act to amend the Youth Criminal Justice Act (treatment for substance abuse), as deemed reported by the Standing Committee on Justice and Human Rights without amendment.

Mr. Lake (Edmonton—Mill Woods—Beaumont), seconded by Mr. Fast (Abbotsford), moved, — That the Bill be concurred in at report stage.

The question was put on the motion and it was agreed to.

Accordingly, the Bill was concurred in at report stage.

Pursuant to Standing Order 98(2), Mr. Lake (Edmonton—Mill Woods—Beaumont), seconded by Mr. Fast (Abbotsford), moved, — That the Bill be now read a third time and do pass.

Debate arose thereon.

Mrs. Hinton (Kamloops—Thompson—Cariboo), seconded by Mr. Norlock (Northumberland—Quinte West), moved the following amendment, — That the motion be amended by deleting all the words after the word '“That” and substituting the following:

“Bill C-423, An Act to amend the Youth Criminal Justice Act (treatment for substance abuse), be not now read a third time but be referred back to the Standing Committee on Justice and Human Rights for the purpose of considering Clause 1 with a view to making sure that the effects of these amendments to the Youth Criminal Justice Act are in the best interests of the youth who may be affected by these amendments and are considered beneficial to the people of Canada.”.

Debate arose thereon.

The question was put on the amendment and it was agreed to.

Accordingly, the Bill was referred back to the Standing Committee on Justice and Human Rights.

At 1:48 p.m., the Speaker adjourned the House until Monday, May 26, 2008, at 2:00 p.m., pursuant to Standing Order 28(2) and to Order made earlier today.
