The Standing Committee on Procedure and House Affairs met in camera at 11:08 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

 

Members of the Committee present: Peter Adams, Elinor Caplan, Claude Duplain, Roger Gallaway, Yvon Godin, Michel Guimond, Loyola Hearn, Judi Longfield, Lynn Myers, Marcel Proulx, Benoît Sauvageau, Diane St-Jacques and Chuck Strahl.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: House of Commons: Peter Milliken, Speaker; Jim Pankiw, Saskatoon—Humboldt.

 
Pursuant to Standing Order 108(3)(a)(i), the Committee commenced consideration of security on the Hill.
 

The Speaker made a statement and answered questions.

 
The Committee commenced consideration of a draft report.
 

At 12:05 p.m., the sitting was suspended.

At 12:08 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Friday, February 6, 2004, the Committee resumed consideration of the question of privilege relating to Members' being compelled to attend court.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report be adopted as the Committee's Report to the House and that the Chair present the Report to the House.

 
Pursuant to Standing Order 92, the Committee commenced consideration of a report from the Subcommittee on Private Members' Business regarding Bill C-450, An Act to amend the Marriage (Prohibited Degrees) Act in order to protect the legal definition of “marriage” by invoking section 33 of the Canadian Charter of Rights and Freedoms.
 

Jim Pankiw made a statement and answered questions.
