The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in camera at 3:15 p.m. this day, in Room 701 La Promenade Building, the Chair, Guy St-Julien, presiding.

 

Members of the Committee present: Larry Bagnell, Serge Cardin, Brenda Chamberlain, Stan Dromisky, John Duncan, André Harvey, Nancy Karetak-Lindell, Rick Laliberte, Yvan Loubier, Pat Martin, Guy St-Julien, Chuck Strahl, Andrew Telegdi and Maurice Vellacott.

 

Acting Members present: Stockwell Day for Chuck Strahl and Werner Schmidt for David Chatters.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Appearing: Hon. Andy Mitchell, Minister of Indian Affairs and Northern Development.

The Committee proceeded to the consideration of matters related to Committee business.

9:00 – 11:00 a.m.: Clause-by-clause consideration

 

It was agreed, — That the report of the Subcommittee be concurred in.

 

The Committee resumed consideration of the motion — That when First Nations legislation is before the Committee, the Committee membership may be expanded to include at least one ex-officio representative from First Nations who would sit on the Committee with voice but no vote.

 

It was moved — That the motion be amended by replacing the words “First Nations legislation” with the following:

“legislation related to Aboriginal peoples”

 

It was agreed, — That the debate be now adjourned.

 

It was moved — That the Committee hold hearings in Westbank, British Columbia, next week.

 

It was agreed, — That the debate be now adjourned.

 

At 5:17 p.m., the sitting was suspended.

 

At 5:22 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Thursday, February 12, 2004, the Committee commenced consideration of Bill C-11, An Act to give effect to the Westbank First Nation Self-Government Agreement.
 

The Chair called Clause 1.

 

The Minister made a statement and, with the other witness, answered questions.

 

At 6:14 p.m., the sitting was suspended.

At 6:28 p.m., the sitting resumed.

 

The witnesses made statements and answered questions.

 

At 8:31 p.m., the Committee adjourned to the call of the Chair.
