Meeting No. 9

Tuesday, June 3, 2003

The Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 4:13 p.m. this day, in Room 269, West Block, the Chair, Irwin Cotler, presiding.

Members of the Sub-Committee present: Colleen Beaumier, Irwin Cotler, Karen Kraft Sloan, Beth Phinney,  Yves Rocheleau.

Acting Members present: Keith Martin for Deepak Obhrai and Alexa McDonough for Svend Robinson

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee, Research Officer.

Appearing:  The Honourable Mobina S.B. Jaffer, Senator, Special Envoy of the Minister of Foreign Affairs for the Sudan Peace Process.

Witnesses: From the Department of Foreign Affairs and International Trade: Anne-Marie Bourcier, Director General, Africa Bureau; Laird Hindle, Desk Officer (Sudan), Eastern and Southern Africa Division. From the Canadian International Development Agency: John Deyell, Regional Director, East Africa & the Horn, Africa and Middle East; Louise Marchand, Director General, International Humanitarian Assistance, Multilateral Programmes Branch.

Pursuant to Standing Order 108(2), the Sub-Committee commenced consideration of Human Rights and Development issues in Sudan (See Minutes of Proceedings of February 26, 2003, Meeting No. 1).

Senator Jaffer made a statement and with the witnesses answered questions.

At 5:02 p.m., Karen Kraft Sloan moved, - That the Sub-Committee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade calls upon the Minister of Foreign Affairs to request that a delegation of Parliamentarians visit the detention facility at Guantanamo Bay, Cuba.

After debate the question was put on the motion and it was agreed to.

At 5:12 p.m., the Committee adjourned to the call of the Chair.
