The Standing Committee on Finance met at 9:34 a.m. this day, in Room 209, West Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Sue Barnes, Roy Cullen, Nick Discepola, Richard Harris, The Hon. Maria Minna, Shawn Murphy, Pauline Picard, Gary Pillitteri, Tony Valeri, Bryon Wilfert.

Acting Members present: Scott Reid for Rick Casson, Peter Stoffer for the Honourable Lorne Nystrom.

In attendance: From the Research Branch of the Library of Parliament: Blayne Haggart and Marc-André Pigeon, Research Officers. From the Committees Directorate: Lisa Chartier-Derouin, Committee Clerk.

Appearing: From the Department of Finance: Bryon Wilfert, Parliamentary Secretary to the Minister of Finance.

The Order of Reference dated Tuesday, October 29, 2002, being now read as follows:

ORDERED, -- That Bill C-3, An Act to amend the Canada Pension Plan and the Canada Pension Plan Investment Board Act be now read a second time and referred to the Standing Committee on Finance.

The Chair called Clause 1.

The Parliamentary Secretary made a statement and with Jean Claude Ménard and Bill Mitchell, answered questions.

On motion of Roy Cullen, It was agreed to print 2000 copies of the English Version of the Report on Pre Budget discussion.

It was agreed, on Bill C-3, to invite for Wednesday, November 27, at 3:30 p.m. the following witnesses:

Ontario Coalition of Senior Citizens Organization (COCSCO); Bernard Dussault, Former Chief Actuary; Pierre Harbour; C.D. Howe Institute, Bill Robson, Director of Research; Canadian Labour Congress, Ken Georgetti, President; Canadian Auto Workers Union, Jim Stanford, Chief Economist.

At 10:35 a.m., the sitting was suspended.

At 10:45 a.m., the sitting resumed.

John A. MacNaughton and Gail Cook-Bennett made a statement and answered questions.

At 11:50 a.m., the Committee adjourned to the call of the Chair.
