Meeting No. 40

Thursday, June 5, 2003

The Standing Committee on Foreign Affairs and International Trade met in a televised session at 3:38 p.m. this day, in Room 253-D, Centre Block, the Chair, Bernard Patry, presiding.

Members of the Committee present: Murray Calder, Aileen Carroll, Irwin Cotler, Stockwell Day, John Duncan, John Harvard, Francine Lalonde, Hon. Diane Marleau, Bernard Patry, Karen Redman.

Acting Members present: Ovid Jackson for André Harvey, Rahim Jaffer for Keith Martin, Val Meredith for Deepak Obhrai, Claude Bachand for Stéphane Bergeron, Brian Masse for Alexa McDonough.

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee and Marcus Pistor, Research Officers.

Appearing: The Honourable John Manley, Deputy Prime Minister, Minister of Finance and Minister responsible for Border Issues.

Witnesses: From the Privy Council Office: Robert Fonberg, Deputy Secretary to the Cabinet (Operations); Graham Flack, Director of Operations, Borders Task Force.

Pursuant to Standing Order 108(2), and Recommendation 9 of the Committee’s December 2002 report Partners in North America: Advancing Canada’s Relations with the United States and Mexico, the Committee commenced consideration of border issues since the signature of the December 2001 Smart Border Declaration (See Minutes of Proceedings of February 6, 2003, Meeting No. 16).

The Deputy Prime Minister made a statement and with Graham Flack answered questions.

At 4:13 p.m., the sitting was suspended.

At 4:32 p.m., the sitting resumed.

At 5:08 p.m., the Committee adjourned to the call of the Chair.
