Meeting No. 8
Wednesday, May 16, 2001
The Sub-Committee on Private Members' Business of the Standing Committee on Procedure and House Affairs met at 3:35 p.m. this day, in Room 307, West Block, the Chair, Carolyn Parrish, presiding.
Members of the Sub-Committee present: Garry Breitkreuz, Michel Guimond (from 4:05 p.m. to 5:10 p.m.), Carolyn Parrish and Marcel Proulx.
Acting Members present: Antoine Dubé for Michel Guimond (from 3:35 p.m. to 4:05 p.m.); Loyola Hearn for Richard Borotsik; Pat Martin for Bill Blaikie.
In attendance: From the Library of Parliament: James R. Robertson and Peter Niemczak, Research Officers.
Witnesses: From the House of Commons: Judy Wasylycia-Leis and John Herron.
Pursuant to the Order of Reference from the Standing Committee on Procedure and House Affairs adopted on Wednesday, February 7, 2001, the Sub-Committee proceeded to select votable items from bills and motions whose order of precedence has been established on Thursday, May 10, 2001.
The witnesses made statements and answered questions.
At 3:50 p.m., the Sub-Committee proceeded to sit in camera to select votable items.
At 4:05 p.m., the Sub-Committee resumed sitting in public.
Pursuant to the order of reference of the Standing Committee on Procedure and House Affairs, dated February 15 and amended on April 26, 2001, the Sub-Committee proceeded to consider the results of a survey to all Members regarding Private Members’ Business
It was agreed , - that a report recommending the rescission of Standing Order 87(6) be presented to the Standing Committee on Procedure and House Affairs.
It was agreed, - that the Chair send a letter to Bob Kilger, M.P., Deputy Speaker and Chair of the Special Committee on the Modernization and Improvement of the Procedures of the House of Commons, including a copy of the document entitled "Survey on Private Members’ Business: Summary of Replies".
It was agreed, - that the process for the selection of votable items and the introduction of public bills in the Senate be raised at the next meeting of the Standing Committee on Procedure and House Affairs.
It was agreed, - that the Sub-Committee research staff prepare a short paper on Private Members’ Business in other jurisdictions.
At 5:10 p.m., the Sub-Committee adjourned to the call of the Chair.
