Tuesday, February 26, 2002

The Standing Committee on Procedure and House Affairs met in a televised session at 7:31 p.m. this day, in Room 253-D, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present: Peter Adams, Pierre Brien, Marlene Catterall, Cheryl Gallant, Yvon Godin, Michel Guimond, Jay Hill, Joe Jordan, Geoff Regan and Tony Tirabassi.

Acting Members present: Joe McGuire for Marlene Catterall from 20:30 to 20:34; Derek Lee for Paul Macklin; Brent St. Denis for Carolyn Parrish; Joe McGuire for John Richardson from 19:31 to 20:28; Larry Bagnell for John Richardson from 20:28 to 21:45; Mauril Bélanger for Jacques Saada; Leon Benoit for Garry Breitkreuz; Vic Toews for Randy White.

In attendance: From the Library of Parliament: James Robertson, research officer.

Witness: From the Department of National Defence: Gen Raymond R. Henault, Chief of the Defence Staff.

Pursuant to the Order of Reference from the House of Thursday, February 7, 2002, the Committee resumed consideration of the question of privilege raised on January 31, 2002 by the Member for Portage--Lisgar concerning the charge against the Minister of National Defence of making misleading statements in the House (see Minutes of Proceedings of Thursday, February 7, 2002, Meeting No. 43).

General Raymond Henault made a statement and answered questions.

Jay Hill moved, -That the Committee recall the Minister of National Defence immediately to explain himself as to why there is this serious discrepancy between his statement made to this committee and the testimony of at least two of the witnesses heard today.

After debate, the question was put on the motion and it was, by a show of hands, negatived:  YEAS: 6; NAYS: 8.

At 9:45 p.m., the Committee adjourned to the call of the Chair.
