The Clerk of the Committee: Is everyone ready to proceed? We have a quorum.
Your first item of business is to elect a chair of this committee. I'm ready to receive motions to that effect.
Mr. Philip Mayfield (Cariboo—Chilcotin, Canadian Alliance): I move that John Williams be nominated.
Mr. Steve Mahoney (Mississauga West, Lib.): I'll second that motion.
(Motion agreed to)
The Clerk: I declare Mr. Williams duly elected the chair of the committee and I invite him to take the chair.
The Chair (Mr. John Williams (St. Albert, Canadian Alliance)): Thank you.
Before I recognize anybody, Standing Order 106(2) states:

Each standing or special committee shall elect a
Chairman and two Vice-chairmen, of whom two shall be
Members of the government party and the third a Member
in opposition to the government...
Since the chair is from the opposition to the government, we will entertain a motion to elect a vice-chair.

Mr. Mac Harb (Ottawa Centre, Lib.): I would like to propose Steve Mahoney as vice-chair of this committee.
Mr. John Richardson (Perth—Middlesex, Lib.): Seconded.

I would like to nominate Mr. Richardson as the second vice-chair.
