Meeting No. 17

Monday, December 13, 1999

The Standing Committee on Industry met at 3:36 p.m. this day, in Room 237-C, Centre Block, the Chair, Susan Whelan, presiding.

Members of the Committee present: Pierre Brien, John Cannis, Marlene Jennings, Walt Lastewka, Gurbax Malhi, Ian Murray, Charlie Penson, Jerry Pickard, Werner Schmidt and Susan Whelan.

Other Member present: Roger Gallaway.

In attendance: From the Parliamentary Branch of the Library of Parliament: Gérald Lafrenière, Research Officer.

Witnesses: From the Canadian Bankers' Association: Alan Young, Vice-President, Policy; David P. McVay, Vice-President, Everyday Banking, Bank of Montreal; Wendy Hannam, Senior Vice-President, Retail Deposits and Services, Bank of Nova Scotia. From the Canadian Bar Association: Warren M. Grover, Chair, National Competition Law Section; Tamra L. Thomson, Director, Legislation and Law Reform. From Osler, Hoskin & Harcourt: Peter Franklyn, Partner.

Pursuant to its Order of Reference of Thursday, October 28, 1999, the Committee resumed consideration of Bill C-276, An Act to amend the Competition Act, 1998 (negative option marketing) (see Minutes of Proceedings, Thursday, November 18, 1999, Meeting No. 7).

Alan Young made a statement and with the other witnesses from the Canadian Bankers' Association answered questions.

At 4:15 p.m. the sitting was suspended.

At 5:01 p.m. the sitting resumed.

Questioning of the witnesses from the Canadian Bankers' Association resumed.

At 5:30 p.m. the sitting was suspended.

At 5:31 the sitting was resumed.

The witnesses from the Canadian Bar Association and Osler, Hosking & Harcourt made statements and answered questions.

At 6:16 p.m., the Committee adjourned to the call of the Chair.
