Executive Summary

 

The Sub-committee on improved financial reporting to Parliament was instructed to review, consider and make recommendations on a set of draft proposals prepared by the Centre for Collaborative Government relating to the Secretariat of the Treasury Board of Canada initiative on Improved Reporting to Parliament – Phase 2.

The draft proposals were organised under the following themes:

  1. Tailoring Estimates information for parliamentary needs;
  2. Streamlining and consolidating reporting;
  3. Strengthening Parliamentary review processes; and,
  4. Improving information to Parliament on the Government’s expenditure plans and the use of the funds in relation to these plans.

Excepting the issue of letting "small" agencies report on a cyclical basis, the Sub-committee endorsed the proposals and made additional recommendations with the purpose of clarifying and supporting these proposals to reform reporting to Parliament.
