Meeting No. 27

Thursday, March 2, 2000

The Standing Committee on Foreign Affairs and International Trade met at 9:10 a.m. this day, in Room 209, West Block, the Acting Chair, Bernard Patry, presiding.

Members of the Committee present: Maud Debien, Keith Martin, Ted McWhinney, Denis Paradis, Bernard Patry, Bob Speller.

From the Parliamentary Research Branch of the Library of Parliament: Gerald Schmitz and James Lee, Research Officers.

Witnesses: Chris Westdal, Canadian Ambassador to the UN for Disarmament. From the Department of Foreign Affairs and International Trade: Paul Heinbecker, Assistant Deputy Minister, Global and Security Policy. As Individual: Dr. Pavel Podvig, Research Associate, Centre for Arms Control, Energy and Environmental Studies, Moscow Institute of Physics and Technology. From Project Ploughshares: Ernie Regehr, Director of Policy and Public Affairs.

Pursuant to Standing Order 108(2), the Committee proceeded to meet with Ambassador Chris Westdal on the issue of Canada's policy on nuclear non-proliferation, arms control and disarmament.

Ambassador Westdal made an opening statement and answered questions.

At 10:00 a.m., the sitting was suspended.

At 10:10 a.m., the sitting resumed.

Pursuant to Standing Order 108(2), the Committee commenced its examination of Missile Defence.

At 10:10 a.m., Paul Heinbecker made an opening statement and answered questions.

At 11:00 a.m., the sitting was suspended.

At 11:10 a.m., the sitting resumed.

At 11:10 a.m., Dr. Pavel Podvig and Ernie Regehr each made an opening statement and answered questions.

At 11:50 a.m., the Committee adjourned to the call of the Chair.
