Meeting No. 15

Tuesday, November 23, 1999

The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 9:37 a.m. this day, in Room 253-D, Centre Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Claude Bachand, Sue Barnes, Ray Bonin, John Finlay, Ivan Grose, David Iftody, Nancy Karetak-Lindell, Gerald Keddy, Derrek Konrad, John O'Reilly, Mike Scott, Guy St-Julien.

Acting Members present: Libby Davies for Louise Hardy.

In attendance: From the Library of Parliament: Mary Hurley; Tonina Simeone, Research Officers. From the House of Commons Committees and Legislative Services Directorate: Richard Dupuis, Legislative Clerk.

Witnesses: From McGill University: Tom Flanagan, Seagram Visiting Professor, Canadian Studies; Prof. Stephen Scott. From the University of Ottawa: Bradford W. Morse, Professor of Law, Faculty of Law.

Pursuant to its Order of Reference of Monday, November 1st, 1999, the Committee resumed consideration of Bill C-9, An Act to give effect to the Nisga'a Final Agreement (See Minutes of Proceedings, Wednesday, November 3, 1999, Meeting No. 3).

It was agreed, That the Standing Committee on Aboriginal Affairs and Northern Development seek permission from the House to televise its meetings on Wednesday, November 24 in the afternoon and Thursday, November 25 in the morning for its study on Bill C-9, An Act to give effect to the Nisga'a Final Agreement.

The Committee resumed consideration of Clause 2.

The witnesses made statements and answered questions.

At 11:51 a.m., the Committee adjourned to the call of the Chair.
