MINUTES OF PROCEEDINGS

Meeting No. 50

Tuesday, March 23, 1999

The Standing Committee on Transport met at 3:34 p.m. this day, in Room 269, West Block, the Chair, Ray Bonin, presiding.

Members of the Committee present: Gérard Asselin, Roy Bailey, Ray Bonin, Murray Calder, John Cannis, Bill Casey, Roy Cullen, Bev Desjarlais, Stan Dromisky, Claude Drouin, Michel Guimond, Ovid Jackson, Stan Keyes, Lee Morrison, Lou Sekora.

Acting Member present: Guy St-Julien for Stan Keyes.

In attendance: From the Parliamentary Research Branch of the Library of Parliament: John Christopher, Researcher.

Pursuant to Standing Order 106(3), the Committee proceeded to the consideration of the following letter, dated March 16, 1999 and signed by four (4) members of the Committee:

 

"Guyanne Desforges

Clerk-Transport Committee

  Pursuant to Standing Order 106(3) which states that any four Members can require a subject be addressed by the Committee, we are requesting that the Transport Committee review the specific items listed below relating to the national highway system:

  1. The process, including public consultation, used to profoundly change the national highway system to include toll highways on the Trans Canada highway;
  2. The failure by Department officials to implement the Minister of Transport's direction as outlined in the Auditor General's report Chapter 25, Paragraph 25.48;
  3. The failure of the Department to ensure the terms and conditions of a Federal contract were honoured, as outlined in the Auditor General's report, Chapter 25, Paragraph 25.49, which states that the Minister of Transport specified that toll funds must be dedicated to a particular project.

The Chair ruled that item no.1 in the letter was already dealt with in Committee.

Lee Morrison challenged the Chair's ruling.

At 3:42 p.m., Roy Cullen, Vice-Chair took the Chair.

After debate, the question being put on the Chair's ruling, it was, by a show of hands, sustained on division.

At 3:45 p.m., Ray Bonin, Chairperson took the Chair.

After debate, it was agreed, by a show of hands, not to proceed with item no 2 in the letter.

On motion of Roy Cullen, it was agreed,--That the Committee invite the Minister of Transport to appear before this Committee on Tuesday, April 13, 1999 at 3:30 p.m. to address the Main Estimates for the fiscal year 1999-2000.

On motion of Roy Cullen, it was agreed,--That the Committee resumes its study on the competitiveness of Canada's Air Transportation System as agreed to previously and that the department of Transport and other witnesses be asked to appear before the Committee during the month of April 1999.

At 4:25 p.m., Roy Cullen, Vice-Chair took the Chair.

Stan Dromisky moved,--That this Committee expresses its confidence in the ability, the leadership and the guidance of the Chair.

The question being put on the motion, it was agreed to.

At 4:28 p.m., Ray Bonin,Chairperson took the Chair.

By unanimous consent, it was agreed --That the proposed operational budget of $24,000 for the period of April 1, 1999 to June 24, 1999 be approved and that the Chair be authorized to present the said budget to the Liaison Committee.

At 4:35 p.m., the Committee adjourned to the call of the Chair.
