Meeting No. 8

Monday, March 22, 1999

The Sub-Committee on Corrections and Conditional Release Act of the Standing Committee on Justice and Human Rights met at 3:33 p.m. this day, in Room 253-D, Centre Block, the Chair, Paul DeVillers, presiding.

Members of the Sub-Committee present: Paul DeVillers, Jim Gouk, Ivan Grose, Lynn Myers and Tom Wappel.

In attendance: From the Library of Parliament: Lynn Casavant, Researcher; Philip Rosen, Senior Analyst.

Witnesses: From the Queen's University: Charlene C. Mandell, M.A.,LL.B., Associate Professor and Director; From the National Associations Active in Criminal Justice: Lisa Addario, Executive Coordinator; From the Canadian Criminal Justice Association: Cécile Toutant, President; Paul Williams, Past-President; John Braithwaite, Past-President; Gaston St-Jean, Executive Director; From the "Association des avocat(e)s en Droit Carcéral": Me Stephen Fineberg, President; From the Aboriginal Legal Services of Toronto: Carol Montagnes, Vice-President.

Pursuant to Standing Order 108(2), a statutory review of the Corrections and Conditional Release Act.

The witnesses made opening statements and answered questions.

At 5:00 p.m., the sitting was suspended.

At 5:05 p.m., the sitting resumed.

It was agreed, - That the Sub-Committee approve the proposed travel to Edmonton, Regina and Winnipeg during the week of April 19, 1999, to Kingston and Toronto during the week of May 10, 1999 and to Montreal and region during the week of May 24, 1999.

At 6:15 p.m., the Committee adjourned to the call of the Chair.
