Tuesday, March 23, 1999

The Standing Committee on Justice and Human Rights met at 3:36 p.m. this day, in Room 371, West Block, the Chair, John Maloney, presiding.

Member(s) of the Committee present: Eleni Bakopanos, Chuck Cadman, Paul DeVillers, Ivan Grose, John Maloney, John McKay and Jacques Saada.

Acting Member present: Eric Lowther for Jim Abbott.

In attendance: From the Library of Parliament: Philip Rosen, Senior Analyst.

Witness(es):From the Ministry of the Solicitor General of Canada: Richard Zubrycki, Director General, Corrections Directorate; From the National Parole Board: Pierre Couturier, Acting Manager, Clemency and Pardons; From the Royal Canadian Mounted Police: Robert Terris, Officer-in-Charge, Canadian Police Information Centre (CPIC); Gessie Clément, Officer-in-Charge of the Canadian Criminal Records Information Services.

Pursuant to its Order of Reference dated Tuesday, October 6, 1998, the Committee resumed consideration of Bill C-284, An Act to amend the Criminal Records Act and the Canadian Human Rights Act (offences against children). (See Minutes of Proceedings dated Tuesday, December 1, 1998, Meeting No. 106)

The witnesses made opening statements and answered questions.

It was agreed, -- That Clause-by-Clause consideration of Bill C-284 be rescheduled to the week of April 26, 1999.

At 5:05 p.m., the Committee adjourned to the call of the Chair.
