PRIVATE MEMBERS' BUSINESS

At 11:00 a.m., pursuant to Standing Order 30(6), the House proceeded to the consideration of Private Members' Business.

Mr. Breitkreuz (Yorkton -- Melville), seconded by Mr. Schmidt (Okanagan Centre), moved, -- That, in the opinion of this House, the government should not spend any more public money on non-parental day-care initiatives at this time, and any existing expenditures for child-care should subsidize financial need, not the method of child-care chosen, and further that the program subsidize children and parents, not institutions and professionals. (Private Members' Business M-101)

Debate arose thereon.

Pursuant to Standing Order 96(1), the Order was dropped from the Order Paper.

GOVERNMENT ORDERS

The Order was read for the third reading of Bill C-26, An Act respecting the oceans of Canada.

Ms. Marleau (Minister of Public Works and Government Services) for Mr. Mifflin (Minister of Fisheries and Oceans), seconded by Mr. Marchi (Minister of the Environment), moved, -- That the Bill be now read a third time and do pass.

Debate arose thereon.

Mr. Bernier (Gaspé), seconded by Mr. Fillion (Chicoutimi), moved the following amendment, -- That the motion be amended by deleting all the words after the word "That" and substituting the following:

    "Bill C-26, An Act respecting the oceans of Canada, be not now read a third time but that it be read a third time this day six months hence."

Debate arose thereon.

Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), from the Standing Committee on Procedure and House Affairs, presented the 35th Report of the Committee, which was as follows:

The Committee further recommends, that where a Member is appointed as permanent member to a Committee in accordance with this report and to which he was previously appointed Associate Member, that the name of the Member be struck from the list of Associate Members of the said Committee.

Introduction of Private Members' Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Hanger (Calgary Northeast), seconded by Mr. Thompson (Wild Rose), Bill C-334, An Act to amend the Criminal Code (violent crimes or sexual offences), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.


Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Assadourian (Don Valley North), seconded by Ms. Augustine (Etobicoke -- Lakeshore), Bill C-335, An Act to amend the Bank Act (foreign banks), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

By unanimous consent, Mr. Zed (Parliamentary Secretary to the Leader of the Government in the House of Commons), seconded by Mr. Culbert (Carleton -- Charlotte), moved, -- That the 35th Report of the Standing Committee on Procedure and House Affairs, presented earlier today, be concurred in.

The House resumed consideration of the motion of Mr. Rock (Minister of Justice), seconded by Mr. Peters (Secretary of State (International Financial Institutions)), -- That Bill C-55, An Act to amend the Criminal Code (high risk offenders), the Corrections and Conditional Release Act, the Criminal Records Act, the Prisons and Reformatories Act and the Department of the Solicitor General Act, be now read a second time and referred to the Standing Committee on Justice and Legal Affairs.

The debate continued.

The question was put on the motion and it was agreed to on division.

Accordingly, the Bill was read the second time and referred to the Standing Committee on Justice and Legal Affairs.
