Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLellan (Minister of Natural Resources), seconded by Mr. Robichaud (Secretary of State (Parliamentary Affairs)), Bill C-6, An Act to amend the Canada Oil and Gas Operations Act, the Canada Petroleum Resources Act and the National Energy Board Act and to make consequential amendments to other Acts, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))

His Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled ``An Act to amend the Canada Oil and Gas Operations Act, the Canada Petroleum Resources Act and the National Energy Board Act and to make consequential amendments to other Acts''.

Recommendation

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mrs. Wayne (Saint John), seconded by Mr. Solomon (Regina -- Lumsden), Bill C-208, An Act to amend the Members of Parliament Retiring Allowances Act, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Ms. McLaughlin (Yukon), seconded by Mr. Solomon (Regina -- Lumsden), Bill C-209, An Act to provide for full employment in Canada, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Miss Grey (Beaver River), seconded by Mr. Ramsay (Crowfoot), Bill C-210, An Act to provide for the recall of members of the House of Commons, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

MOTIONS

By unanimous consent, it was ordered, -- That no later than five minutes before the expiry of the time for consideration of Government Orders on Thursday, February 3, 1994, any business then under consideration shall be interrupted and all questions necessary for disposal of the motion of the Minister of Human Resources Development, regarding a review of social programs (Government Business, Number 4) shall be put, forthwith and successively, without further debate or amendment;

That, no later than fifteen minutes before the expiry of the time for consideration of Government Orders on Tuesday, February 8, 1994, any business then under consideration shall be interrupted and all questions necessary for disposal of the second reading stages of Bill C-2, An Act to amend the Department of National Revenue Act and to amend certain other Acts in consequence thereof, Bill C-3, An Act to amend the Federal-Provincial Fiscal Arrangements and Federal Post-Secondary Education and Health Contributions Act, and Bill C-4, An Act to amend the Crown Liability and Proceedings Act, shall be put, forthwith and successively, without further debate or amendment;

That, no later than five minutes before the expiry of the time for consideration of Government Orders on Monday, February 7, 1994, any business then under consideration shall be interrupted and all questions necessary for disposal of a motion of the Leader of the Government in the House of Commons, regarding amendments to the Standing Orders and other related matters, notice of which was given on February 2, 1994, shall be put, forthwith and successively, without further debate or amendment; and

That any divisions requested on any of the aforementioned business shall be deferred until 6:00 p.m. on Tuesday, February 8, 1994.

GOVERNMENT ORDERS

The Order was read for the consideration of a Ways and Means motion to amend the Income Tax Act (Sessional Paper No. 8570-351-308), notice of which was laid upon the Table on Monday, January 31, 1994. (Ways and Means Proceedings No. 1)

The question was put on the motion and it was agreed to.

The House resumed debate on the motion of Mr. Axworthy (Minister of Human Resources Development and Minister of Western Economic Diversification), seconded by Mr. Martin (Minister of Finance), -- That the Standing Committee on Human Resources Development be directed to consult broadly, to analyze, and to make recommendations regarding the modernization and restructuring of Canada's social security system, with particular reference to the needs of families with children, youth and working age adults;

That the Standing Committee's work be undertaken in two phases as follows: (i) an interim report by March 25, 1994, on Canadians' concerns and priorities regarding social security and training and preparations to receive the Government's Action Plan and proposed changes; and (ii) a final report by September 30, 1994, including a review of the Government's Action Plan and recommendations for reform.
