Introduction of Government Bills

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Anandasangaree (Minister of Crown-Indigenous Relations), seconded by Ms. Tassi (Minister responsible for the Federal Economic Development Agency for Southern Ontario), Bill C-77, An Act respecting the Commissioner for Modern Treaty Implementation, was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

Recommendation
(Pursuant to Standing Order 79(2))
Her Excellency the Governor General recommends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled “An Act respecting the Commissioner for Modern Treaty Implementation”.


Presenting Reports from Committees

Mr. Brassard (Barrie—Innisfil), from the Standing Committee on Access to Information, Privacy and Ethics, presented the 13th report of the committee, "Federal Government's Use of Technological Tools Capable of Extracting Personal Data from Mobile Devices and Computers". — Sessional Paper No. 8510-441-491.

Pursuant to Standing Order 109, the committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 100 to 104, 109 and 128) was tabled.


Mr. Dubourg (Bourassa), from the Standing Committee on Veterans Affairs, presented the 16th report of the committee, "Reforming Transition from Military to Civilian Life". — Sessional Paper No. 8510-441-492.

Pursuant to Standing Order 109, the committee requested that the government table a comprehensive response.

A copy of the relevant Minutes of Proceedings (Meetings Nos. 82 to 84, 91 and 103 to 105) was tabled.

Pursuant to Standing Orders 68(2) and 69(1), on motion of Mr. Johns (Courtenay—Alberni), seconded by Mr. Green (Hamilton Centre), Bill C-414, An Act to amend the Canada Health Act (mental, addictions and substance use health services), was introduced, read the first time, ordered to be printed and ordered for a second reading at the next sitting of the House.

The House resumed consideration of the motion of Mr. Scheer (Regina—Qu'Appelle), seconded by Mr. Berthold (Mégantic—L'Érable), — That the government's failure of fully providing documents, as ordered by the House on June 10, 2024, be hereby referred to the Standing Committee on Procedure and House Affairs;

And of the amendment of Mr. Berthold (Mégantic—L'Érable), seconded by Mr. Perkins (South Shore—St. Margarets), — That the motion be amended by adding the following:

“provided that it be an instruction to the committee:
(a) that the following witnesses be ordered to appear before the committee, separately, for two hours each:
(i) the Minister of Innovation, Science and Industry,
(ii) the Clerk of the Privy Council,
(iii) the Auditor General of Canada,
(iv) the Commissioner of the Royal Canadian Mounted Police,
(v) the Deputy Minister of Innovation, Science and Economic Development Canada,
(vi) the Law Clerk and Parliamentary Counsel of the House of Commons,
(vii) the Acting President of Sustainable Development Technology Canada,
(viii) a panel consisting of the Board of Sustainable Development Technology Canada; and
(b) that it report back to the House no later than Friday, November 22, 2024.”.

(iv) Paul MacKinnon, the former Deputy Secretary to the Cabinet (Governance),".
