The committee proceeded to the consideration of matters related to committee business.

It was agreed, — That the committee meet, in an informal meeting, with a delegation from Vietnam, on Wednesday, December 4, 2024, at 4:30 p.m., and that the committee defray the hospitality expenses related to this meeting.

ORDERED, — That the clerk of the committee make the necessary arrangements for an informal meeting on Wednesday, December 4, 2024, with a delegation from Vietnam.

The committee resumed consideration of the motion of Mario Simard moved on Wednesday, November 20, 2024, which read as follows:

That, given the Parliamentary Budget Officer's statements in the Transmountain Pipeline System Report 2024 released on November 8, 2024, the Committee expresses concern about the financial uncertainty regarding the government's ability to sell the Transmountain Pipeline System at a price that avoids a net loss to taxpayers and asks the Chair to report to the House as soon as possible.

and of the amendment of Majid Jowhari moved on Wednesday, November 20, 2024, which read as follows:

That the motion be amended by adding after the words “to the House as soon as possible” the following: “and have the Government of Canada provide a response to this report pursuant to Standing Order 109”.

Motion

Ziad Aboultaif moved, —

Given the government’s draft regulations for an emissions cap on the oil and gas sector, the committee conduct a study and the following witnesses be invited to appear, separately, for at least an hour each:

• The Minister of Energy and Natural Resources,

• The Minister of Environment and Climate Change,

• The Minister of Labour and Seniors,

and that other witnesses be invited to appear as submitted by members of the Committee.

Debate arose thereon.

Amendment

Julie Dabrusin moved, — That the motion be amended by deleting the words “The Minister of Labour and Seniors;”.

After debate, the question was put on the amendment of Julie Dabrusin and it was agreed to on the following recorded division:

Motion

Charlie Angus moved, — That, in light of recent reports that Jackson Wijaya and Paper Excellence are about to take control of Asia Pulp and Paper (APP), and given that Paper Excellence and the Minister of Innovation, Science and Industry assured this committee there is no connection between Paper Excellence and Asia Pulp & Paper; at the discretion of the Chair, and within 10 days of the passage of this motion, the committee call Jackson Wijaya, the Minister of Innovation, Science and Industry, and representatives from the International Forest Stewardship Council, to testify in regard to the impact of such a takeover and whether the control of 22 million hectares of Canadian forests and multiple dependent mill towns by Asia Pulp and Paper represents a “net benefit” to Canada.

Debate arose thereon.

Amendment

Julie Dabrusin moved, — That the motion be amended by replacing the words “within 10 days of the passage of this motion” with the words “as soon as possible”.

At 12:15 p.m., the meeting was suspended.

At 12:17 p.m., the meeting resumed.

By unanimous consent, the amendment was withdrawn.
