The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met in camera at 1:09 p.m. this day, in Room 253-D, Centre Block, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Tyrone Benskin, Hon. Irwin Cotler, Nina Grewal, Wayne Marston, Scott Reid and David Sweet.

 

Acting Members present: Stephen Woodworth for Jim Hillyer.

 

In attendance: Library of Parliament: Justin Mohammed, Analyst; Miguel Bernal-Castillero, Analyst.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That a proposed supplementary budget in the amount of $ 5,200, for the study of the Developing Situation of Religious Minorities in Bangladesh, be adopted.

 

It was agreed, — That a proposed supplementary budget in the amount of $ 5,250, for the study of the Arbitrary Detention and Political Opposition in Venezuela, be adopted.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Thursday, November 7, 2013, the Subcommittee resumed its study of the Human Rights Situation in Honduras.
 

The Subcommittee commenced consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the report be entitled: "Overcoming Violence and Impunity: Human Rights Challenges in Honduras".

 

It was agreed, — That the Chair present the report to the Standing Committee on Foreign Affairs and International Development.

 

It was agreed, — That the Subcommittee recommend to the Standing Committee on Foreign Affairs and International Development that it request a comprehensive government response to the report, pursuant to Standing Order 109.

 

It was agreed, — That the Subcommittee append to its report dissenting and/or supplementary opinions, immediately after the signature of the Chair, provided that they are no more than 3 pages in length and be submitted electronically, in both official languages, to the Clerk of the Committee, no later than 5:00 p.m. on Thursday, February 26, 2015.

 

At 1:54 p.m., the Subcommittee adjourned to the call of the Chair.
