The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 11:01 a.m. this day, in Room 237-C, Centre Block, the Chair, Pat Martin, presiding.

Members of the Committee present: Scott Andrews, Charmaine Borg, Paul Calandra, Patricia Davidson, Jacques Gourde, Hon. Laurie Hawn, Pat Martin, Tilly O'Neill Gordon, Mathieu Ravignat and Bob Zimmer.

Other Members present: Charlie Angus, Nathan Cullen and Hon. Dominic LeBlanc.

In attendance: Library of Parliament: Dara Lithwick, Analyst ; Maxime-Olivier Thibodeau, Analyst . House of Commons: Philippe Méla, Legislative Clerk.

Witnesses: House of Commons: Mark Adler, York Centre. Office of the Conflict of Interest and Ethics Commissioner: Mary Dawson, Conflict of Interest and Ethics Commissioner. Office of the Auditor General of Canada: Michael Ferguson, Auditor General of Canada. Elections Canada: Marc Mayrand, Chief Electoral Officer.

Pursuant to the Order of Reference of Wednesday, February 12, 2014, the Committee commenced consideration of Bill C-520, An Act supporting non-partisan agents of Parliament.

Mark Adler made a statement and answered questions.

At 12:01 p.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed.

Michael Ferguson, Marc Mayrand and Mary Dawson made statements and answered questions.

At 1:01 p.m., the Committee adjourned to the call of the Chair.
