The Standing Committee on Access to Information, Privacy and Ethics met in camera at 8:46 a.m. this day, in Room 253-D, Centre Block, the Chair, Pat Martin, presiding.

 

Members of the Committee present: Scott Andrews, Charlie Angus, Charmaine Borg, Paul Calandra, John Carmichael, Patricia Davidson, Jacques Gourde, Pat Martin, Colin Mayes, Tilly O'Neill Gordon and Mathieu Ravignat.

 

Acting Members present: Jay Aspin for Earl Dreeshen.

 

In attendance: Library of Parliament: Dara Lithwick, Analyst; Maxime-Olivier Thibodeau, Analyst; Miguel Bernal-Castillero, Analyst.

 
Pursuant to the Order of Reference of Monday, October 21, 2013, section 67 of the Conflict of Interest Act, and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee commenced the statutory review of the Conflict of Interest Act.
 

The Committee proceeded to a briefing from the analysts respecting the statutory review of the Conflict of Interest Act

 

At 10:29 a.m., the sitting was suspended.

At 10:31 a.m., the sitting resumed in public.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Charlie Angus moved, — That, pursuant to the Order of Reference of Thursday, November 7th 2013, the Committee undertake a study on the Supplementary Estimates (B) 2013-14, for the fiscal year ending March 31, 2014 in particular vote 20b under PARLIAMENT which is $60,000 to the Senate Ethics Officer for an inquiry regarding compliance with the conflict of interest code for Senators; that the Committee invite President of the Treasury Board to appear before December 5th 2013 and that in the context of this study the Committee table a report in the House asking that the House send a message to the Senate requesting the appearance before the Committee of the Senate Ethics Officer before December 5th 2013.

Debate arose thereon.

 

Paul Calandra moved, — That the Committee proceed to sit in camera.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Jay Aspin, Paul Calandra, John Carmichael, Patricia Davidson, Jacques Gourde, Colin Mayes, Tilly O'Neill Gordon — 7; NAYS: Scott Andrews, Charlie Angus, Charmaine Borg, Mathieu Ravignat — 4.

 

At 10:46 a.m., the Committee adjourned to the call of the Chair.
