The Standing Committee on Environment and Sustainable Development met at 8:45 a.m. this day, in Room 306, The Valour Building, the Chair, Harold Albrecht, presiding.

Members of the Committee present: Harold Albrecht, Stella Ambler, Dennis Bevington, Colin Carrie, François Choquette, Megan Anissa Leslie, Hon. John McKay, Robert Sopuck, Lawrence Toet and Stephen Woodworth.

Acting Members present: Hon. Mike Lake for Stella Ambler.

In attendance: Library of Parliament: Penny Becklumb, Analyst ; Tim Williams, Analyst.

Appearing: Hon. Leona Aglukkaq, P.C., M.P., Minister of the Environment.

Witnesses: Department of the Environment: Michael Martin, Deputy Minister; Carol Najm, Assistant Deputy Minister and Chief Financial Officer, Finance Branch; Siddika Mithani, Associate Deputy Minister. Parks Canada: Alan Latourelle, Chief Executive Officer. Canadian Environmental Assessment Agency: Ron Hallman, President; Helen Cutts, Vice-President, Policy Development. Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2015-16: Vote 1 under CANADIAN ENVIRONMENTAL ASSESSMENT AGENCY; Votes 1 and 5 under CANADIAN NORTHERN ECONOMIC DEVELOPMENT AGENCY; Votes 1, 5 and 10 under ENVIRONMENT and Votes 1 and 5 under PARKS CANADA AGENCY, referred to the Committee on Tuesday, February 24, 2015.

The Chair called Vote 1 under ENVIRONMENTAL ASSESSMENT AGENCY.

The Minister made a statement and, with Michael Martin, Carol Najm, Alan Latourelle and Janet King, answered questions.

At 9:48 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

The Committee resumed consideration of the Main Estimates 2015-16. Questioning of the witnesses resumed.
