The Standing Committee on International Trade met at 11:42 a.m. this day, in Room 306, La Promenade Building, the Chair, the Hon. Rob Merrifield, presiding.

Members of the Committee present: Randy Hoback, Laurin Liu, Hon. Rob Merrifield, Marc-André Morin, Erin O'Toole, Massimo Pacetti and Devinder Shory.

Acting Members present: Guy Caron for Don Davies, Larry Maguire for Hon. Ron Cannan and Dave Van Kesteren for Russ Hiebert.

In attendance: Library of Parliament: Alexandre Gauthier, Analyst ; Pascal Tremblay, Analyst . House of Commons: David-Andrés Novoa, Legislative Clerk.

Witnesses: As individuals: Ricardo Grinspun, Associate Professor, Department of Economics, York University, Fellow and former Director, Centre for Research on Latin America and the Caribbean; Rosemary A. Joyce, Professor of Anthropology, University of California, Berkeley. Department of Foreign Affairs, Trade and Development: Cameron MacKay, Director General, Trade Negotiations; Stacy-Paul Healy, Counsel, Market Access and Trade Remedies Law Division. Department of Employment and Social Development: Pierre Bouchard, Director, Bilateral and Regional Labour Affairs.

Pursuant to the Order of Reference of Monday, March 31, 2014, and the motion adopted by the Committee on Tuesday, March 25, 2014, the Committee resumed consideration of Bill C-20, An Act to implement the Free Trade Agreement between Canada and the Republic of Honduras, the Agreement on Environmental Cooperation between Canada and the Republic of Honduras and the Agreement on Labour Cooperation between Canada and the Republic of Honduras.

Ricardo Grinspun, by videoconference from Toronto, Ontario, and Rosemary A. Joyce, by videoconference from Berkeley, California, made statements and answered questions.

At 12:42 p.m., the sitting was suspended.

At 12:43 p.m., the sitting resumed.

Pursuant to order made on Thursday, April 8, 2014, the Committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1, Short Title, was postponed.

The Chair called Clause 2.

By unanimous consent, Clauses 2 to 53 inclusive carried on division severally.
