The Standing Committee on Official Languages met at 9:02 a.m. this day, in the Katimavik B and C Rooms, The Explorer Hotel, Yellowknife, Northwest Territories, the Chair, Steven Blaney, presiding.

 

Members of the Committee present: Hon. Mauril Bélanger, Steven Blaney, Royal Galipeau, Bernard Généreux, Yvon Godin, Monique Guay, Guy Lauzon, Brian Murphy and Lise Zarac.

 

In attendance: Library of Parliament: Lucie Lecomte, Analyst.

 

Witnesses: Languages Commissioner of the Northwest Territories: Sarah Jerome, Commissioner; Shannon Gullberg, Legal Advisor. Fédération franco-ténoise: Richard Létourneau, President; Léo-Paul Provencher, Executive Director; Rachelle Francoeur, Coordinator, Jeunesse Territoires du Nord-Ouest; Émos Dumas, Coordinator, Immigration et Franco 50; Jean de Dieu Tuyishime, Director, Réseau Territoires du Nord-Ouest Santé en français. Government of the Northwest Territories: Jackson Lafferty, Minister, Education, Culture and Employment and Minister responsible for Official Languages; Dan Daniels, Deputy Minister, Department of Education, Culture and Employment; Benoît Boutin, Senior Advisor (French Languages Services), Department of Education, Culture and Employment; Sonya Saunders, Director, Department of Industry, Tourism and Investment; Laura Gareau, Director, Department of Municipal and Community Affairs; Lorne Gushue, Official Languages Consultant, Department of Health and Social Services.

 
Pursuant to Standing Order 108(3)(f), and the motion adopted by the Committee on Tuesday, November 30, 2010, the Committee resumed consideration of the study of the development of linguistic duality in Northern Canada.
 

Sarah Jerome and Shannon Gullberg made statements and answered questions.

 

At 10:04 a.m., the sitting was suspended.

At 10:11 a.m., the sitting resumed.

 

Richard Létourneau made a statement and, with Léo-Paul Provencher, Rachelle Francoeur, Émos Dumas and Jean de Dieu Tuyishime, answered questions.

 

At 11:22 a.m., the sitting was suspended.

At 11:35 a.m., the sitting resumed.

 

Jackson Lafferty made a statement and, with Dan Daniels, Benoît Boutin, Laura Gareau, Sonya Saunders and Lorne Gushue, answered questions.

 

At 12:24 a.m., the Committee adjourned to the call of the Chair.
