The Standing Committee on Justice and Human Rights met at 3:30 p.m. this day, in Room 269, West Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Joe Comartin, Ed Fast, Hon. Marlene Jennings, Hon. Dominic LeBlanc, Marc Lemay, Serge Ménard, Rob Moore, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

 

Acting Members present: Dean Allison for Daniel Petit and Hon. Larry Bagnell for Hon. Marlene Jennings.

 

In attendance: Library of Parliament: Dominique Valiquet, Analyst; Cynthia Kirkby, Analyst.

 

Witnesses: As individuals: Janet Watson; Mike Miles; Melanie Johannink; Larry Elford. Earl Jones Victims Organizing Committee: Joey Davis. Investor Recovery Pool Committee: Brenda MacMillan, Member. Department of Justice: Joanne Klineberg, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Monday, October 26, 2009, the Committee resumed consideration of Bill C-52, An Act to amend the Criminal Code (sentencing for fraud).
 

Janet Watson, Mike Miles and Melanie Johannink made statements.

 

At 3:54 p.m., the sitting was suspended.

At 4:47 p.m., the sitting resumed.

 

Larry Elford, Joey Davis and Brenda MacMillan, made statements.

 

Joanne Klineberg answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Ninth Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, December 8, 2009, to consider the business of the Committee and agreed to make the following recommendations:

On Bill C-52:

That on Bill C-52, An Act to amend the Criminal Code (sentencing for fraud) (Retribution on Behalf of Victims of White Collar Crime Act) the Committee proceed to clause by clause consideration on Tuesday, January 26, 2010.

On Bill C-42:

That, on Bill C-42, An Act to amend the Criminal Code (Ending Conditional Sentences for Property and Other Serious Crimes Act), the Committee hear witnesses for the first hour on Thursday, January 28, 2010 and the meetings of Tuesday, February 2; Thursday, February 4 and Tuesday, February 9, 2010 and that members submit proposed witnesses by January 15, 2010.

On Bill C-464:

That, on Bill C-464, An Act to amend the Criminal Code (justification for detention in custody), on Wednesday, December 9, 2009, the Committee invite Scott Andrews, M.P., during the second hour.

On Bill S-205:

That, on Bill S-205, An Act to amend the Criminal Code (suicide bombings) the Committee invite the sponsor of the Bill to appear during the second hour on Thursday, January 28, 2010.

Questions to Departmental Officials:

That, in order to facilitate the gathering of evidence, Members may submit written questions to the Clerk for transmission to Departmental officials in advance of meetings to enable officials to fully prepare.

 

It was agreed, — That the report of the Subcommittee be concurred in.
