The Standing Committee on Justice and Human Rights met in a televised session at 4:06 p.m. this day, in Room 237-C, Centre Block, the Chair, Ed Fast, presiding.

 

Members of the Committee present: Ed Fast, Hon. Dominic LeBlanc, Marc Lemay, Réal Ménard, Rob Moore, Brian Murphy, Rick Norlock, Daniel Petit and Brent Rathgeber.

 

Acting Members present: Dean Allison for Brian Storseth, Libby Davies for Joe Comartin, Hon. Lawrence MacAulay for Hon. Ujjal Dosanjh and Hon. Keith Martin for Hon. Dominic LeBlanc.

 

Associate Members present: Megan Leslie.

 

In attendance: Library of Parliament: Robin MacKay, Analyst; Dominique Valiquet, Analyst.

 

Appearing: Hon. Rob Nicholson, Minister of Justice.

 

Witnesses: Department of Justice: Paul Saint-Denis, Senior Counsel, Criminal Law Policy Section; Greg Yost, Counsel, Criminal Law Policy Section.

 
Pursuant to the Order of Reference of Friday, March 27, 2009, the Committee commenced consideration of Bill C-15, An Act to amend the Controlled Drugs and Substances Act and to make related and consequential amendments to other Acts.
 

The Chair called Clause 1.

 

The Minister made a statement and answered questions.

 

At 5:03 p.m., the sitting was suspended.

At 5:06 p.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Réal Ménard moved, — That, pursuant to Standing Order 108(2), the Committee meet on Tuesday, May 5, 12 and 26, 2009, to examine the legal avenues for declaring the Hells Angels and other criminal organizations of that kind illegal and that the Committee report its observations and recommendations to the House.

Debate arose thereon.

 

Brian Murphy moved, — That the motion be amended by replacing the words “meet on Tuesday, May 5, 12 and 26, 2009,” with the words “hold two (2) hearings from now until the end of May”.

 

After debate, the question was put on the amendment of Brian Murphy and it was agreed to.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

The motion, as amended, read as follows:

That, pursuant to Standing Order 108(2), the Committee hold two (2) hearings from now until the end of May to examine the legal avenues for declaring the Hells Angels and other criminal organizations of that kind illegal and that the Committee report its observations and recommendations to the House.

 

At 5:26 p.m., the Committee adjourned to the call of the Chair.
