The Standing Committee on Justice and Human Rights met at 3:33 p.m. this day, in Room 209, West Block, the Chair, Ed Fast, presiding.

Members of the Committee present: Joe Comartin, Ed Fast, Hon. Marlene Jennings, Hon. Dominic LeBlanc, Marc Lemay, Serge Ménard, Rob Moore, Brian Murphy, Rick Norlock, Daniel Petit, Brent Rathgeber and Stephen Woodworth.

Acting Members present: Jean-Claude D'Amours for Hon. Dominic LeBlanc.

In attendance: Library of Parliament: Robin MacKay, Analyst ; Dominique Valiquet, Analyst.

Appearing: Hon. Rob Nicholson, Minister of Justice.

Witnesses: Department of Justice: John H. Sims, Deputy Minister, Deputy Minister and Deputy Attorney General's Office; Catherine Kane, Acting Director General and Senior General Counsel, Criminal Law Policy Section; Matthias Villetorte, Counsel, Criminal Law Policy Section.

Pursuant to the Order of Reference of Monday, October 26, 2009, the Committee commenced consideration of Bill C-42, An Act to amend the Criminal Code (Ending Conditional Sentences for Property and Other Serious Crimes Act).

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair called Clause 2.

The Minister made a statement and, with Catherine Kane, answered questions.

At 4:35 p.m., the sitting was suspended.

At 4:38 p.m., the sitting resumed.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) 2009-2010: Votes 1b, 10b, 20b, 30b, 35b and 50b under JUSTICE referred to the Committee on Wednesday, November 4, 2009.

The Minister made a statement and, with John H. Sims, answered questions.
