The Standing Committee on Public Accounts met at 3:30 p.m. this day, in Room 269, West Block, the Chair, the Hon. Shawn Murphy, presiding.

 

Members of the Committee present: Paule Brunelle, David Christopherson, Brian Fitzpatrick, Jean-Yves Laforest, Mike Lake, Hon. Shawn Murphy, Pierre Poilievre, Hon. Judy Sgro, David Sweet, John Williams and Borys Wrzesnewskyj.

 

Acting Members present: Yasmin Ratansi for Pablo Rodriguez.

 

In attendance: House of Commons: Graeme Truelove, Procedural Clerk. Library of Parliament: Brian O'Neal, Analyst; Alex Smith, Analyst.

 

Witnesses: Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Douglas Timmins, Assistant Auditor General; Tom Wileman, Principal; Richard Domingue, Director. Treasury Board Secretariat: Wayne G. Wouters, Secretary; David Moloney, Senior Assistant Secretary, Expenditure Management Sector.

 
Pursuant to Standing Order 108(3)(g), the Committee commenced consideration of Chapter 1, Expenditure Management System at the Government Centre and Chapter 2, Expenditure Management System in Departments of the November 2006 Report of the Auditor General of Canada.
 

Sheila Fraser and Wayne Wouters made an opening statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Borys Wrzesnewskyj moved, — That in order to ensure that the Public Accounts Committee is fully able to get to the bottom of the serious issues surrounding the findings of the Auditor General in Chapter 9 of the Auditor General’s Report of November 2006 – Pension and Insurance Administration – Royal Canadian Mounted Police, that the following persons be asked to appear as witnesses before the Public Accounts Committee on February 28, 2007:

Staff/Sergeant Ron Lewis (Retired)

Denise Revine (Public Service Employee) – RCMP

Chief Superintendent Fraser Macaulay (RCMP)

Staff Sergeant Steve Walker (RCMP)

Staff Sergeant Mike Frizzell (RCMP)

A/Comm. David Gork.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That the motion be amended by deleting the words “February 28” and by replacing them with the following “March 28”.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

At 5:26 p.m., the Committee adjourned to the call of the Chair.
