The Standing Committee on Fisheries and Oceans met in camera at 9:04 a.m. this day, in Room 536, Wellington Building, the Chair, Gerald Keddy, presiding.

 

Members of the Committee present: Raynald Blais, Hon. Gerry Byrne, John Cummins, Rodger Cuzner, Randy Kamp, Gerald Keddy, James Lunney, Hon. Lawrence MacAulay, Fabian Manning, Bill Matthews, Jean-Yves Roy and Peter Stoffer.

 

Other Members present: Tom Wappel.

 

In attendance: Library of Parliament: François Côté, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

FIRST REPORT

Pursuant to the Committee's order of Tuesday, May 9, 2006, your Subcommittee met on Thursday, May 11, 2006, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee consider matters related to the Northern Cod raised in the Fourth Report of the Standing Committee on Fisheries and Oceans in the 1st Session of the 38th Parliament, entitled Northern Cod: A Failure of Canadian Fisheries Management.

2. That representatives of the Gulf Trollers Association be invited to appear before the Committee for one hour on Thursday, May 18, 2006, in relation to fisheries management.

3. That representatives of Biorex Inc. be invited to appear before the Committee for one hour on Thursday, May 18, 2006, in relation to proposed reform of Fisheries and Oceans Canada's At-Sea Observer Program.

4. That officials from the Department of Fisheries and Oceans be invited to appear before the committee for one hour on Tuesday, May 30, 2006, in relation to small crafts harbours; and that the witnesses specifically address the sunsetting of the Small Craft Harbours Infrastructure Repair Program, the divestiture of non essential harbours and the management of essential harbours by Harbour Authorities.

5. That Denny Morrow be invited to appear before the Committee for one hour on Tuesday, May 30, 2006 regarding grey seals.

6. That two witnesses, whose names shall be provided by Mr. Cummins be invited to appear on Thursday, June 1, 2006, in relation to gravel extraction and enforcement in the Fraser River.

7. That officials from the Department of Fisheries and Oceans be invited to appear on Tuesday, June 6, 2006, in relation to gravel extraction and enforcement in the Fraser River.

8. That the Subcommittee on Agenda and Procedure meet on Thursday, June 8, 2006, to discuss future business.

 

It was agreed, — That the report of the Subcommittee be adopted.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of Northern Cod.
 

It was agreed, — That the 4th Report of this Committee in the 1st Session of the 38th Parliament be adopted as a report in this session; that the Chair present the report to the House; and that, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report .

 

At 10:09 a.m., the Committee adjourned to the call of the Chair.
