The Standing Committee on Human Resources, Skills Development, Social Development and the Status of Persons with Disabilities met at 9:00 a.m. this day, in Room 209 West Block, the Chair, Judi Longfield, presiding.

 

Members of the Committee present: Eleni Bakopanos, Eugène Bellemare, Jeannot Castonguay, Libby Davies, Judi Longfield, Brian Pallister and Yolande Thibeault.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Witnesses: Department of Human Resources and Skills Development: Charles Nixon, Acting Assistant Deputy Minister, Insurance; Wilma Vreeswijk, Senior Director General, Employment Program Policy and Design; Donna Achimov, Director General, Call Centre Harmonization, Social Development Canada; Liliane Binette, Director General, Insurance Services. Department of Finance: Réal Bouchard, Director, Federal-Provincial Relations and Social Policy Branch.

 
Pursuant to Standing Order 108(2), the Committee commenced its study on the Report of the Auditor General of Canada, November 2003; Chapter 7 - Human Resources Development Canada and the Canada Employment Insurance Commission - Measuring and Reporting the Performance of the Employment Insurance Income Benefits Program & Chapter 10 - Other Audit Observations - the Surplus in the Employment Insurance Account.
 

Charles Nixon made an opening statement and, with the other witnesses, answered questions.

 

At 10:30 a.m., the Committee adjourned to the call of the Chair.
