Meeting No. 23

Wednesday, June 2, 1999

The Sub-Committee on Tax Equity for Canadian Families with Dependent Children of the Standing Committee on Finance met in camera at 3:21 p.m. this day, in Room 112-N, Centre Block, the Chair, Nick Discepola, presiding.

Members of the Sub-Committee present: Serge Cardin, Nick Discepola, John Herron, Rey Pagtakhan and Paul Szabo.

Acting Members present: Carolyn Bennett for Karen Redman, Ken Epp for Paul Forseth.

In attendance: From the Library of Parliament: Marion Wrobel, Senior Analyst, Julie Cusson, Analyst.

Pursuant to the motion adopted by the Standing Committee on Finance, dated March 17, 1999, the Sub-Committee resumed its study on Tax Fairness for Canadian Families with Dependent Children.

The Sub-Committee resumed its consideration of a draft report.

It was moved, -That recommendation IV be amended by adding, after the words "a new refundable tax credit", the words "under the Canadian Child Tax Benefit Program".

The question being put on the motion, it was agreed to.

It was moved, - That paragraph 3 in the report be eliminated and that the first 2 paragraphs of Mr. Herron’s proposed paragraph 87:

"A number of witnesses were of the view that, in order to fully address the apparent inequities in the taxation of families with children, more fundamental changes to our income tax and transfer systems may be necessary. In view of the practical limitations we faced, the Committee has restricted itself to suggestions based on a taxation system, which presumes progressity and the individual unit of taxation."

be incorporated within current paragraph 5, immediately preceding the sentence which begins: "It is because of this that we in fact go…"

After debate, the motion was agreed to.

After further debate, the motion was, by unanimous consent, rescinded.

At 4:30 p.m., the Sub-Committee suspended.

At 4:40 p.m., the Sub-Committee resumed.

The Sub-Committee resumed its consideration of a draft report.

It was moved, - That the First Report of the Sub-Committee be adopted.

The question was put on the motion and it was agreed to, on division.

It was agreed, - That the title of the First Report be left to the discretion of the Chair.

It was agreed, - That the Sub-Committee append to its report dissenting opinions from the opposition parties provided that they be no more than 2 pages in length and submitted to the clerk in both official languages no later than 5:00 p.m. on Friday, June 4, 1999.

It was agreed, - That the Chair, researchers and clerk be authorized to make such typographical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, - That the Chair be instructed to present the First Report of the Sub-Committee to the Standing Committee on Finance

At 7:46 p.m., the Sub-Committee adjourned to the call of the Chair.
