THURSDAY, FEBRUARY 12, 1998

 

The Standing Committee on Foreign Affairs and International Trade met at 9:10 o’clock a.m., this day, in room 371 of the West Block, the Chair, Bill Graham, presiding.

 

Members of the Committee present: Sarkis Assadourian, Jean Augustine, André Bachand, Colleen Beaumier, Maud Debien, Bill Graham, Gurmant Grewal, Bob Mills, Denis Paradis, Julian Reed, Benoît Sauvageau, Bob Speller, Daniel Turp.

 

In attendance: From the Parliamentary Research Branch of the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

 

Witnesses: As individuals: Jim Fergusson, Centre for Defence and Security Studies, University of Manitoba; Tariq Rauf, Director of the International Organizations and Non-Proliferation Project (IONP), Centre for Non-Proliferation Studies, Monterey Institute of International Studies. From the Department of National Defence and Veterans Affairs: Daniel Bon, Director General, Policy Planning. From the Department of Foreign Affairs and International Trade: Paul Meyer, Acting Director General, International Security Bureau.

 

Pursuant to Standing Order 108(2), the Committee resumed its examination of Canada’s policy on nuclear non-proliferation, arms control and disarmament.

 

Jim Fergusson and Tariq Rauf each made an opening statement and answered questions.

 

At 10:36 o’clock a.m., the sitting was suspended.

 

At 11:20 o’clock a.m., the sitting resumed in camera.

 

Daniel Bon and Paul Meyer each made an opening statement and answered questions.

 

At 12:25o’clock p.m., the Committee adjourned to the call of the Chair.
