MINUTES OF PROCEEDINGS

Meeting No. 71

Thursday, October 1st, 1998

The Standing Committee on Environment and Sustainable Development met in camera at 9:00 a.m. this day, in Room 371, West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Gérard Asselin, Charles Caccia, Aileen Carroll, Yvon Charbonneau, John Herron, Gar Knutson, Karen Kraft Sloan.

Acting Members present: Paddy Torsney for Sarkis Assadourian; Murray Calder for Roger Gallaway.

In attendance: From the Committees and Legislative Services Directorate: Paulette Nadeau and Marc Toupin, Legislative Clerks. From the Library of Parliament: Monique Hébert and Christine Labelle, Research Officers.

The Committee resumed consideration of Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development. (See Minutes of Proceedings, dated Wednesday, May 14, 1998, Meeting No. 53)

It was agreed, - That clause by clause study of Bill C-32 not begin prior to October 27, 1998.

The Committee discussed its future business.

It was agreed, - That the Committee enter into a contract with Resource Futures International for a period not exceeding 6 working days for the purpose of assisting the Committee in its examination of possible amendments to Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development.

It was agreed, - That during the week of October 19, 1998, the Committee hold a Round Table on Global Climate Change in view of the COP 4 Conference on Climate Change to take place in Buenos Aires, November 2 - 13, 1998 and in relation to Chapter 3 of the 1998 Report of the Commissioner of the Environment and Sustainable Development (Responding to Climate Change - Time to Rethink Canada's Implementation Stategy), and that witnesses include the Commissioner of the Environment and Sustainable Development, officials from the Climate Change Secretariat, Government Departments and Non-Government Organisations.

It was agreed, - That the Committee hold meetings on MMT issue at an opportune time and that witnesses include representatives of petroleum companies.

At 10:20 a.m., the Committee adjourned to the call of the Chair.
