TUESDAY, FEBRUARY 17, 1998

 

The Standing Committee on Environment and Sustainable Development met at 9:08 o’clock a.m., this day, in room 269, West Block, the Vice-Chair, Gar Knutson, presiding.

 

Members of the Committee present: Bernard Bigras, Charles Caccia, Chuck Cadman, Rick Casson, Yvon Charbonneau, Bill Gilmour, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, David Pratt.

 

Acting Member present: Clifford Lincoln for Aileen Carroll.

 

In attendance: From the Research Branch of the Library of Parliament: Christine Labelle, Research Officer.

 

Witnesses: From the Office of the Auditor General of Canada: Brian Emmett, Commissioner, Environment and Sustainable Development; Wayne Cluskey, Principal, Audit Operations. From Treasury Board Secretariat: Colin Potts, Deputy Comptroller General; John Denis, Director, Government Accounting Policy Division. From Environment Canada: François Guimont, Assistant Deputy Minister, Environmental Protection Service. From Public Works and Government Services Canada: Bruce Lorimer, Director General, Architectural and Engineering Services. From the "Société pour vaincre la pollution": Daniel Green, Director.

 

Pursuant to Standing Order 108(2), the Committee considered Chapter 22 of the November 1996 Report of the Auditor General of Canada (Federal Contaminated Sites - management Information on environmental Costs and Liabilities) (See Minutes of Proceedings, dated Wednesday, October 29, 1997, Meeting no. 8).

 

The witnesses made opening statements and answered questions.

 

The Committee discussed its future business.

 

On a motion by Charles Caccia, it was agreed,--That the motion regarding a contract with Resource Futures International adopted on February 12, 1998 be rescinded.

 

On a motion by Charles Caccia, it was agreed,-- That the Committee enter into a contract with Resource Futures International for a period not exceeding 8 days and for an amount not exceeding $600 per day for the purpose of assisting the Committee in its analysis of the Canadian Environmental Protection Act with particular reference to:

  • the Act itself as originally adopted;
  • the Committee's June 1995 Report: It's About Our Health! Towards Pollution Prevention;
  • the Government's Response to the Report;
  • the Toxic Substances Management Policy (Environment Canada, 1995);
  • Bill C-74 (2nd Session, 36th Parliament);
  • bill to amend the Canadian Environmental Protection Act if introduced in time for consideration during the enforcement study.

 

At 10:58 o’clock a.m., the Committee adjourned to the call of the Chair.
