MINUTES OF PROCEEDING
(Meeting No. 2

Monday, October 20, 1997

The Standing Committee on Environment and Sustainable Development met at
3:30 o’clock p.m., this day, in room 371, West Block, the Chair, Charles Caccia, presiding.

Members of the Committee present: Charles Caccia, Chuck Cadman, Aileen Carroll, Rick Casson, Yvon Charbonneau, John Herron, Joe Jordan, Gar Knutson, Karen Kraft Sloan, Rick Laliberté and Dan McTeague.

Acting Member present: Benoit Sauvageau for Bernard Bigras.

Other Member present: Clifford Lincoln.

In attendance: From the Research Branch of the Library of Parliament
: Kristen Douglas, Monique Hébert, Bill Murray, Research Officers.

Witnesses: From Environment Canada: Ian Glen, Deputy Minister; Sid Gershberg, President, Canadian Environmental Assessment Agency. From the Canadian Council of Ministers of the Environment: Norm Brandson, Deputy Minister of the Environment, Manitoba; Peter Underwood, Deputy Minister of the Environment, Nova Scotia; Liseanne Forand, Director General.

Pursuant to Standing Order 108(2), the Committee commenced it’s study of the harmonization initiative of the Canadian Council of Ministers of the Environment.

The witnesses made opening statements and answered questions.

On motion of Rick Laliberté, seconded by Joe Jordan, it was agreed, - That the recommendation of the Sub-committee on Agenda and Procedure, sent to all Members by electronic mail, to hold hearings and present a report on the CCME Harmonization initiative be concurred in.

At 5:50 o’clock p.m., the Committee adjourned to the call of the Chair.
