The Standing Committee on Procedure and House Affairs met in a televised session at 11:07 a.m. this day, in Room 253-D, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Charlie Angus for Yvon Godin, Massimo Pacetti for Hon. Dominic LeBlanc and Glen Douglas Pearson for Hon. Karen Redman.

 

In attendance: Library of Parliament: Michel Bédard, Analyst; Sebastian Spano, Analyst.

 

Appearing: Hon. Peter Van Loan, Leader of the Government in the House of Commons and Minister for Democratic Reform.

 

Witnesses: Privy Council Office: Marc Chénier, Counsel, Legislation and House Planning; Natasha Kim, Senior Policy Advisor, Legislation and House Planning.

 
Pursuant to the Order of Reference of Thursday, November 15, 2007, the Committee commenced consideration of Bill C-6, An Act to amend the Canada Elections Act (visual identification of voters).
 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 12:11 p.m., the sitting was suspended.

At 12:15 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Friday, November 16, 2007, the Committee commenced consideration of Bill C-18, An Act to amend the Canada Elections Act (verification of residence).
 

The Minister made a statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Karen Redman, it was agreed, — That the Committee proceed to sit in camera.

 

At 1:03 p.m., the sitting was suspended.

 

At 1:04 p.m., the Committee resumed sitting in camera.

 

It was agreed, — That the Committee resume sitting in public and be televised.

 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Monday, November 26, 2007, to consider the business of the Committee and agreed to make the following recommendation:

That the Committee hold additional meetings beginning on Thursday, November 29, 2007, in relation to the motion of Karen Redman which read as follows:

- That the Standing Committee on Procedure and House Affairs investigate the actions of the Conservative Party of Canada during the 2006 election, in relation to which Elections Canada has refused to reimburse Conservative candidates for illegitimate election campaign expenses.

 

At 1:24 p.m., the Committee adjourned to the call of the Chair.
