The Standing Committee on Procedure and House Affairs met at 11:03 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Marlene Jennings, Hon. Dominic LeBlanc, Pierre Lemieux, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman and Scott Reid.

 

Acting Members present: Hon. Larry Bagnell for Hon. Karen Redman, Catherine Bell for Yvon Godin, Chris Charlton for Yvon Godin, Meili Faille for Michel Guimond, Meili Faille for Pauline Picard, Monique Guay for Michel Guimond, Marc Lemay for Michel Guimond, Marcel Lussier for Michel Guimond, Marcel Lussier for Pauline Picard, Hon. The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Second Report from the Subcommittee on Agenda and Procedure which read as follows:

Your Subcommittee met on Tuesday, January 29, 2008, to consider the business of the Committee and agreed to make the following recommendation:

That, effectively immediately, the debate on the motion of Karen Redman which reads as follows:

“That the Standing Committee on Procedure and House Affairs investigate the actions of the Conservative Party of Canada during the 2006 election, in relation to which Elections Canada has refused to reimburse Conservative candidates for illegitimate election campaign expenses”,

take priority over the other work of the Committee.

 

Tom Lukiwski moved, — That the Standing Committee on Procedure and House Affairs conduct a study of the advertising practices of the Conservative Party of Canada, the Liberal Party of Canada, the New Democratice Party of Canada and the Bloc Québécois during the 2000, 2004 and the 2006 federal election campaigns.

Debate arose thereon.

 

At 12:21 p.m., the sitting was suspended.

At 12:31 p.m., the sitting resumed.

 

At 2:51 p.m., the sitting was suspended.

At 2:59 p.m., the sitting resumed.

 

At 5:34 p.m., pursuant to Standing Order 115(5), the sitting was suspended.

At 1:03 p.m., the Committee adjourned to the call of the Chair.
