The Standing Committee on Procedure and House Affairs met at 11:07 a.m. this day, in Room 112-N, Centre Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Hon. Dominic LeBlanc, Tom Lukiwski, Pauline Picard, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Ken Epp for Pierre Lemieux.

 

In attendance: House of Commons: Angela Crandall, Procedural Clerk.

 
The Clerk of the Committee presided over the election of a Chair.
 

On motion of Michel Guimond, it was agreed, — That Gary Goodyear be elected Chair of the Committee.

 

The Clerk of the Committee presided over the election of the Vice-Chairs.

 

On motion of Karen Redman, it was agreed, — That Marcel Proulx be elected First Vice-Chair of the Committee.

 

On motion of Marcel Proulx, it was agreed, — That Michel Guimond be elected Second Vice-Chair of the Committee.

 

Gary Goodyear took the Chair.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the four Whips be delegated the authority to act as the Striking Committee pursuant to Standing Orders 104, 113 and 114, provided that the recommendations are unanimous and a copy of the report is signed by all four Whips, or their representatives, and that they present their recommendations directly to the Chair of the Committee for presentation to the House on behalf of the Committee.

 

At 11:13 a.m., the Committee adjourned to the call of the Chair.
