Background
After the motion proposed by Mr. Dube (Restigouche-Madawaska) to concur in the first report of the Standing Committee on External Affairs had been moved, Mr. Gregoire (Lapointe) proposed an amendment. The purposes of the amendment were to refer back to committee the recommendation of the first report, reduce the quorum from 13 to 10 and suggest that a substitute be appointed for each of the members of the committee. The Speaker indicated that he had certain reservations about the amendment and invited comments from Members.

No. The amendment is out of order.

The amendment is out of order because "it covers more than the terms of reference of the committee in question".
